What is happening with the drainage system?
During our monthly monitoring for the first semester of 2015 it is noticed that no activity was done by the Ministry of Transport and Infrastructure related to the water and sanitation sector. The first point of MTI’s mission states that the ministry has to: “Prepare and apply objectives and government policies for the development of transportation and water and sanitation with all their ingredients… ”. Thus it is clear the same importance of water and sanitation sector as the transportation sector.
We recall that during the speech (November 2014) held at the Albanian parliament on the 2015 Draft Approval, Minister Haxhinasto said: “… we’ll realize the expansion and improvement of networks and quality service, especially with potable water, through the water network on 95% of urban areas and 79% on rural areas and of course we’ll raise the average supply at national level with potable water up to 16 hours/day. Another important objective at the service and quality growth in sanitation is the covering with sanitation networks at 86% in urban areas and 25% in rural areas. …” .
According to the minister’s forecast investments in this sector would have had a 14.8% growth compared to last year’s budget. 6 months have passed and no project is made public that would help MTI to accomplish the own given objectives for this sector. How are we going to have a covering water network of respectively 95% and 79% in urban and rural areas? How will the average potable water supply increase up to 16 hours/day?
Road patching during the touristic season
Ministry of Transportation and Infrastructure declared that it is finalizing the works for the reparation of some road segments that enable transport towards touristic areas of the country. Albanian Road Authority is the institution that has the responsibility to execute these works. There were interferences on the segments Orikum-Llogara, Qafe Thane-Lin-Pogradec, Gjirokaster-Korce, Ura e Leklit-Permet. This year, like many other years, we couldn’t miss the road patching. This is an easier but more expensive solution that is undertaken on every touristic season.
The ministry facing accusations from a German entrepreneur
EMS Company operates at the east seaport terminal since July 2013. Its activity includes transferring and storaging bulk commodity, such as minerals, cobbles, scrap, cement, edible oil etc. Good’s processing at the east terminal has been blocked, causing huge financial losses for the contracting parties involved with the loading and unloading operations. EMS Company has expressed its concerns in the German media, exactly at the “Handelblatt” newspaper, were the director said: “We didn’t do anything wrong, besides refusing to pay a bribe”.
German embassy and PM Rama have been involved of these charges. The german company administrator declared that a phone call from the german ambassador to PM Rama was enough, for this last one to order the removal of “conquerors”. Durres Port Authority declared that for the stevedoring activity that EMS has been trying to exercise illegally, proper license is required. It’s not clear why PM Rama interfered in support of EMS since DPA claims that the company needs a proper license to perform the stevedoring activity.
