Illusion years for new jobs
After the intensive electoral campaign for local elections the Prime Minister returned to his office. In the first days of July he traveled in Corovode to inaugurate works for the first phase of the connection infrastructure network of TAP. This is not translated into a more important position as regards the energy security of the country and beyond. The Prime Minister declared via facebook that this project ‘’opens 500 new job positions, while thousand others are an indirect result of this project’’, forgetting to mention how many positions related to TAP are filled by foreign experts and workers, not Albanians. This is a result of lack of human capacities and qualified work, but especially a result of a weak negotiation of the previous government and the current one. Why then should she Prime Minister mention new job positions when these are not primarily for Albanians, and in fact those Albanians who will be employed there are physical workers, not technical experts. However, even if 500 Albanians are employed in this project, why the Prime Minister never clarified in these two years where the 299500 of the promised new jobs are? And if he will justify himself by saying that this number was promised for the end of the mandate, he is invited to publicly show how he delivered on the 150 000 new jobs and how will the rest be ensured. It is important to emphasize that the ‘’Strategy of Employment 2014-2020’’ should have started its implementation for the 300000 new jobs until 2017, but it is not even designed and published. Actually in the official website of the Prime Minister’s Office it is the only document missing.
2- The lacking comprehensiveness
In the conference ‘’The Next Generation University’’, the Prime Minister started his speech by talking about the Law in Higher Education that would be adopted by the Parliament a few days later. From the first sentence he introduced us to a strong contradiction ‘’It is a process that, maybe I should say without reserve, it is the most wellorganized and comprehensive process undertaken by the Albanian government unitl now in the framework of a reform’’. This does not fit with the fact that the scientific board for the preparation of the reform was elected amid debates from different students and academics. It does not fit with the fact that two drafts and a final version was needed to translate it into a law. It does not fit with the fact that ‘’consultation’’ meetings with the board of students were conducted in secret, in small halls and were very short. It also does not fit with the fact that students and professors throughout this year have issued declarations and petitions, have marched and protested against the law. We are left wondering what the Prime Minister meant by the word comprehensive, if he could not have used its first meaning that describes the democratic spirit that the reform in education should have represented.
3- Protecting the lake park with concrete
According to the most renowned theoreticians of democracy like G. Sartori and R. Dahl the first day, week or month after elections is the moment with the most political capital for a winning candidate, therefore it is advised that controversial projects and ideas are implemented in this phase. This happened with the current government, related to the action against stealing of energy. With the same method Mr. Rama has supported his candidate for the municipality of Tirana to select a project for the artificial lake of Tirana which will cover it in concrete. Rama and Veliaj chose the week when winning candidates were publicly announced to organize the exposition of this project. Therefore, from the first week in office, candidate Veliaj did not keep his promise to conserbe the lake. This was done with the full support of the Prime Minister, who seems to avoid citizens, experts and academics criticizing him for such actions.
4- Merkel
The German chancellor was received in Tirana by the Prime Minister and after a short conversation according to official proocols they appeared in a press conference on the occasion. The message of her speech was: ‘’I think that for Albania it is important to create legal conditions because I believe German investors have the need to trust in these conditions and the judicial situation. It is an aspect that represents an important contribution of your path since the granting of candidate country status until full membership in the European Union. We support Albania in this direction.’’ Using the concern over German investments the chancellor demonstrated that from an objective point of view, Albania is seen as a country where democracy is not ruled by the law. The second issue we will analyze is the Abanian asylum seekers in Germany. Of course the European country needs work force and this was declared by the chancellor, and the White List and Black List of professions they have published through the Ferman Federal Employment Agency. This measns that Germany, like other European countries are not willing to offer political asylum, social protection or pensions for immigrants in difficult economic conditions, however they will employ professionals for whom there is a need. This difference was not clarified by the Albanian Prime Minister, while every day citizens leave the country. He did not even make a public call to Albanians not to abandon their country. In our point of view this is a political, judicial and human irresponsibility.
Remaining in foreign policy, earlier in the month the Council of Ministers approved an important agreement for Albania in the field of security and defense between the Council of Ministers of the Republic of Albania and the government of the Republic of turkey with the proposal of the minister of foreign affairs. It is to congratulate also the Decision of the Council of Ministers dating July 15 on ‘’Approval in principle of the assistance agreement between the government of the Republic of Albania and the government of Japan on ‘’Approving in principle the assistance agreement between the government of Albania and the government of Japan through a grant to equip with automobiles of the next generation, environmentally friendly’’.
5- The President of the Republic
With a DCM dating July 7, the Council of Ministers decided that: ‘’The Presidency will benefit an additional 10750000 lek, for current expenditures. This Decision shows that either this institution had a deficiency of funds since the beginning either the presidency has spent over its budget (this should be considered an abuse of state funds). This issue deserves further attention. However this assistance towards the presidency seems in contradiction with the fact that at the end of the month the 7th President of the 2nd Republic of Albania was excluded from the opportunity to consume the official summer break in one of the state summer residencies. Therefore, the President that according to the constitution is defined as: ‘’The chief of state and represents the unity of the people.’’ Article 86 point 1. How can state agencies justify the vacations of this person in a private hotel with his private money? Does he still represent the unity of the people in these conditions?
