A Ministry without sense of existence
So much work has been done, and the employees of the Ministry of Relation with the Parliament have learned that much, that now they intend to pass this knowledge to the interns!
While we are being confused ongoing for the need of having a Ministry of Relation with the Parliament, we get the news that they have open two places for internships, within the program of practices for students of Ministry of Youth and Social Welfare.
The first thing we wonder after this news is : what these students will learn ; that no work is done in the Ministry , that are ministries in Albania that virtually do nothing , but they exist for the inertia of opening of some job places for some people ,a thing that was thought before the ministry even existed .
All these doubts and arguments month after month , since February , for the in necessity of having a Ministry for Relation with Parliament come from the fact that this Ministry is without a portfolio , so it has a limited activity . Also, the lack of exposure in media, unfulfillment of those few objectives and programs that were officially presented by them, only strengthen rudiments of doubts for “work” and obligations that they can have.
In February their powers were expanded by adding the supervision of legal initiatives that respective Ministries bring. But, their job is too specific and has a close stretch to operate like a Ministry of State.
Also, a big handicap identified is the lack of transparency in the posting of draft-acts proposed for scrutiny from the Council of Ministers and those who are voted by the Assembly.
This makes the job that they do doubtful, because they don’t proclaim the work information that they might be doing.
