A general overview on public activity of Ministry of Culture
Based on information provided to public at the Ministry of Culture official website page or its public profile pages on social networks during February, It is worth to mention that news session at these pages are updated regularly to display some of the main activities hold on or supported by this ministry .
Other sessions are partly updated . More problematic are sessions related to documents or decisions because they still continue to not provide any material to have a broader access in the decision-making process of this ministry . Moreover , as in other ministries’ official web pages , there is no call for auctions information , so it results that there is a low transparency in the activity of these institutions as the main ones of decision-making .
Analyzing the thorough activity of this ministry based on its profile web pages , it is noticed that there is a constant involvement of this ministry in the commitment of these activities .
During this month also it is noticed that there is a low update frequency of official web pages of the institutions or activities under this ministry . They are mainly updated in news sessions where the latest news date back on September to December 2014 .
Based on the above analysis social networks communication, such as Facebook as the most popular one , are the most common public communication medias for institutions to report their activities . Therefore we do believe that even the most important governmental institutions are depended on these popular contemporary communication channels .
On Facebook you can find almost every event that is going to be held in capital or in other city . It can be found also every article that will be published in press related to this institution .But is Facebook enough informative as the only communication channel to provide all the necessary information related to transparency of this institution ?
It is not that we oppose this form of communication that it is supposed to be closer to the masses due to its popularity , but as it is a formal institutional communication it needs more dedication and correctness to be updated time after time in the official web pages. This is to the fact that it is needed a more transparent communication. It will also be helpful even for the individuals , organizations and other domestic or foreigner institutions that are interested to access distance electronic communication . Moreover it will provide a more correct official communication and information.
This way of mass distribution of information to informal communication channels is more convenient, but this should not overpass the formal communication web pages of every local or central institution forced by law of formal official communication . Analyzing the above situation it is noticed that there is a lack of juridical responsibility on communication and institutional transparency . Communication and publication of every event in social networks such as Facebook or twitter does not have any institutional juridical value .All juridical value is in the information provided by official web pages which are available even for monitoring and auditing activities .
- An interview with Minister of Culture –Kult Plus
It is now common that the information about the development of institutional policies and its decesion-making activities is diplayed on press and electronic media .Therefore they should be followed carefully to have a general overview on the main institutional activities
During one of her visits in Kosovo the Minister of Culture attended an interview for Kult Plus . Below there ia a question and her answer :
KultPlus: Have you ever thought of having any area of interest to better promote Albanian cultur abroad?
Mirela Kumbaro: To be honest I have not had any system of priorities , to better promote any objective than the others. All the areas were in the same condition , so all of them do have the same priority .But according to ministry we should priritize the objectives every year , so in 2014 our main objectives were related to structural reforms in cultural institutions etc . So as we see from the interview of the minister there is no strategy to set priorities in any field or objectives .
Every institution has a continuous process of activities inside it so every institution do possess a set of priorities inherited from the previous management . Moreover we should stress the fact that there is no publication of any annual analysis from this institution to display any objectives for efficient policies and strategies .This should be helpful to a better management to this governmental institutions that do have a high and very special political and administrative importance .
Missing an analytical overiew of the situation not only inhereted from the previous management but also from the ones that are still managing it is to be asked : How effecient are the actual leaders and managers of this institution ? How it can be assured the continuity and a well functioning of this ministry ?
Having no priorities means not being well oriented and not leading your energies to the right areas of interests in order to have a a higher performance and efficiency . Therefore we can not discuss about concrete resultates and a positive impact of applied policies .
Therefore , for a better institutional management and not being focused only to the importance of structural reforms , it would be better that the proper functions to be applied according to duties and responsibilities , because the leaders are not only managers but even politicians that should be policy-makers and policy-acting . It should be better that the head of the institution to be concentrated in :
Analysis of done work , the actual situations of the sectors under his leading ; policy making , strategy making ; set on objectives and priorities inside each sector ; design a long , medium and short running working plan and implement every project on behalf of development .
If the work of this ministry continuous to be general and having no priortities but just saying on electronic media and press such as today it’s done this , signed that and there are no priorities because everything has its own priority , but next year will do that ; how can we believe in the efficiency and productivity of this instituion and its leading managers ?
Leading such a specific institution as Ministry of Culture due to the nature of its activity it should be thought carefully what needs to be done for a better and more efficient management , to change its vision , to mark and evaluate its success. Saying it differently, to understand its real value and transform it in a contemporary and vital institution
